National Conference on Offending by Young People
November 2007
This was a practical conference on responses to offending by young people held from Monday 26 - Wednesday 28 November 2007, at the Wellington Convention Centre. Sponsored by the Ministries of Justice, Social Development, Education, Health and the NZ Police, it presented a great networking opportunity for Youth Horizons. The conference was designed to support and strengthen NGO services and partnerships with government; raise awareness of developments in research, policy, legislation and services, and their implications for practitioners and provide an opportunity for discussion around major issues facing the youth justice sector.

Child Abuse and Homicie Reports
On 27 July 2006 CYF released its belated report into child abuse and homicide: Children at increased risk of death from maltreatment and strategies for prevention. It is available at:

On the same day the New Zealand Council of Christian Social Services released its own report into child abuse and neglect, entitled Is Any Progress Being Made in Care and Protection for New Zealand Children? The paper criticizes CYF for having a confused and uncoordinated response to child abuse and neglect. MSD, in a detailed response, dismissed the paper as unbalanced and destructive.

Ministry of Health Youth Suicide Prevention Strategy
On 29 June 2006 the Ministry of Health released its new New Zealand Suicide Prevention Strategy 2006-2016. Further, in 2008, the Ministry released a Youth Suicide Prevention Action Plan outlining the required action to implement and reach the goals of the strategy delivered in 2006.

More than an Apple a Day
In late June 2006, the Children's Commissioner, Cindy Kiro, released a report in to the state of children's health and their right to access health care in New Zealand. The report is entitled More than an apple a day: Children's right to good health. It is available at:

Taskforce for Action on Violence within Families
The Taskforce for Action on Violence within Families published its First Report in July 2006, setting out its vision and programme of action for 2006/2007 and beyond.

Interagency Plan for Conduct Disorder/Severe Anti-Social Behaviour
Developed by the Ministry of Social Development, in conjunction with representatives from the Ministries of Education, Health and Justice, and the High and Complex Needs Unit, this plan is about addressing severe behavioural difficulties in early childhood, so that affected children and families can look forward to a brighter future.
Building upon the Intersectoral Strategy for Children and Young People with High and Complex Needs and the Severe Behaviour Initiative in schools, it represents the 1st step towards a more comprehensive and effective cross-government approach to conduct disorder/severe antisocial behaviour.
